The NOAA Science Council, as outlined in NAO Handbook 216-115B,  is responsible for the oversight of research and development (R&D) and produces a variety of planning and informational documents, including NOAA’s  20-Year Research Vision, the Annual Science Report, NOAA Research and Development Vision Areas (2020-2026), and many others. These ‘Council Product’s are some of the examples of how NOAA addresses Planning, Monitoring, Evaluation, and Reporting of R&D.
